New Brain-Mapping Initiative Would Be Even Stronger If It Were Linked to Urgent and Tangible National Goals

This scientific effort is completely meritorious on its own, but it would be even stronger and more sustainable if it were linked to urgent national goals, such as curing Alzheimer's and healing Wounded Warriors.  And other maladies, too, of course.

In the meantime, from the point of view of protecting this program from would-be budget-cutters and other critics, this is not a strong articulation:

It is different, however, in that it has, as yet, no clearly defined goals or endpoint. Coming up with those goals will be up to the scientists involved and may take more than year.
